One would hope we are now well beyond yet another shape file. The point of GML and by extension KML will not be to support ad hoc exchange of files (clearly this will go on), but to provide a means to synchronize databases through geospatial transactions across the Internet - so I can push/pull changes from one data store to another. This enables real time update (see http://www.galdosinc.com/archives/311) which is critical to a true GeoWeb.
